Note that we already do "pay" the disabled through the social security program. But the idea of taxing non-compliant businesses directly in order to subsidize the program is an interesting one. It is certainly better than the current system, which is too easily exploitable by liars and cheats. I don't want to abandon the goal of universal access, though, so I would want to make the tax pretty high.</p> Interesting idea.
