		<description>&lt;p&gt;Interesting idea.  Note that we already do &quot;pay&quot; the disabled through the social security program.  But the idea of taxing non-compliant businesses directly in order to subsidize the program is an interesting one.  It is certainly better than the current system, which is too easily exploitable by liars and cheats.  I don&#039;t want to abandon the goal of universal access, though, so I would want to make the tax pretty high.&lt;/p&gt;
